Not sure where in Bicol you want to leave from, as it is a big Region, however the quickest way to Cebu from Legaspi City in Bicol, is to fly. The flight is via Manila.
There are ferries that leave the various ports that ply the waterway to Cebu and you also have the option of going by bus. You will have to catch the ferry at Matnog Port in Sorsogon Province which will take you to the Port of Allen on Samar. From there you can catch a bus. This would be a more adventurous way, but would take a lot longer than flying. Good luck and enjoy your trip.
