tour to dubai

I'm a FILIPINO and living here in Ozamis, i plan to visit dubai this january hopefully....

I've been to thailand and malaysia but i heard we need visa to dubai....

I dont know how to get a visa in manila?

The agency told me they dont process visa to dubai but only ticket...

I also have a friend whos working in dubai but her visa will expire this december...

How can i get a visa?
