Manila Airport Taxi

Upon arrival at the Manila Domestic Airport, I went out to the "Taxi Stand" to get (obviously) a taxi. I saw a taxi which passed by but I saw that he was not allowed to stop. I saw the taxi stop about 10 meters away.

The guy behind the counter asked me if I was taking the airport taxi. I said I was taking the ordinary taxi.

He said I was not allowed to get such taxi at the "Taxi Stand"! I asked where I should get it. He pointed me to wait for the taxi which was several meters away!

It is so ironic that you are not allowed to get a taxi at the taxi stand and rather you are asked to wait at the side walk. What if the passenger has so much luggage or it is raining?

So my question is: Why is it NOT allowed to get a public taxi at the taxi stand at the Manila Domestic Airport (though the public taxis are allowed to pass through that ramp)?

thats true it creates a lot of problems if you are having luggage with you. It's quite hectic.
