Does indian citizen needs tourist visa to philippines?

I am an Indian, who wants to travel to the Philippines next week, my question is if I need to get a tourist visa if I stay in the Philippines 21 days?

What are the requirements for tourist visa to Philippines, please need answer as soon as possible.

Visa required. Traveller must apply for a visa at the Philippine Embassy or Philippine Consulate in the country of legal residence.

Visa required for business , conference , training- , official and other non-leisure travel.

Effective 20 April 2015, Indian passport holders do not require a visa for tourism travel not exceeding fourteen (14) days provided that they

hold a valid visa or permanent residence permit issued by Singapore (including E Pass, S Pass, Work Permit,Student Pass, Dependant Pass), Australia, Japan, Schengen country, U.K. or U.S.A.

have a valid ticket for return journey to country of origin or next country of destination

have a passport valid for a period of at least six (6) months beyond the stay in the Philippines.

The visa-free tourism entry cannot be converted to other visa categories.

Travellers with a derogatory record with the Philippine Bureau of Immigration will be denied entry.

PLEASE BE GUIDED BY THE FOLLOWING NOTES:
Beginning 01 October 2016, the Philippine Embassy in Singapore will accept only electronic passports and machine readable passports for visa applications. Non-machine readable passports (hand-scripted passports) will not be accepted for visa applications.

Beginning 01 January 2017, Philippine immigration authorities will not allow entry into Philippine airports and seaports of foreign nationals holding non-machine readable passports.

Children aged below 15 years travelling to the Philippines unaccompanied by a parent must comply with a Philippine requirement called a Waiver of Exclusion Ground (WEG). Click this link for the documentary requirements of a WEG.

For passport holders who are allowed visa-free entry for a stay of up to 30 days: a visa is required for a stay exceeding 30 days.
Persons who were previously deported from the Philippines or included in the "blacklist order" of the Department of Foreign Affairs or Bureau of Immigration of the Philippines will not be allowed entry to the Philippines.

FYI

Indian nationals holding a regular passport, regardless of length of stay in the Philippines, require a visa to enter the Philippines. Indian nationals holding a diplomatic or official passport who intends to be in the Philippines for no more than 30 days need not apply for a Philippine visa.

i am an indian citizen with redidence visa for the UAE,vaild till december12th 2014.
i will be travelling with my friends from the Phillipines(phillipino citizens) for about 10 days ,
do i need to apply for a visa in advance or can i get a visa on arrival

Indian nationals Need Travel visa to Philippines

Unfortunately Indian Nationals need a visa to travel to Philippines. The more unfortunate thing is that it is not easy to secure a Philippine travel visa and they need lot of documents and also require personal appearance unlike most other countries. Recently, Government of India introduced On Arrival Visa (OAV) for Philippine Nationals to visit India. It is really ridiculous that when more than 150 country Nationals including Somalia, Congo, Rwanda, and Senegal people could travel to Philippines without a visa, Indian Nationals cannot. I would really appreciate if Philippines Government starts at least on arrival visa system for Indian nationals, which would be a great relief for the Indians who wish to travel to Philippines.

Why Indian need Visa

I see that almost all the major countries in the world are allowed to enter Philippines without Visa even Nepal! but not India.......

My concern is India can be a big boost to Philippines Tourism if its allowed, or at least Indian who are mainly coming for 7 days should be allowed if they have hotel & onwards ticket........

I am Indian staying Dubai from 15 years, i have travel all over Asia expect Philippines
