car rental business in Philippines

What are the legal requirements to have 2 unit of cars, be accredited for rented out for tourists?

I have been advised that i can do car rental business with no need for franchise or separate permit if i have it registered with the Department of Tourism if its only for less than three (3) units.

There is a reason for that, theft and damaged vehicles.
